DOUGLAS — October 7, 2025 — Douglas Select Board closes 14-article fall Special Town Meeting warrant and accepts $85,000 culvert grant. The board voted unanimously Tuesday to shut the warrant in time for the Finance Committee's October 30 printer deadline, with articles covering FY26 budget amendments, capital improvements, water-sewer items, land donations, and two demolition projects. Highway Superintendent Adam Farno presented an $85,000 Division of Ecological Restoration grant — accepted unanimously — to fund field work on two failing culverts on the Wellman Pond stream, one flagged by MassDOT as deteriorating and one on the town's hazard mitigation plan for chronic flooding. The board also approved FY26 snow-plow subcontractor rates topping out at $179 per hour for a six-wheel dump truck with sander, unanimously authorized Town Administrator Matt to draft a revised cannabis bylaw under pressure from the Cannabis Control Commission, appointed Carolyn Duval to the Council on Aging, and declined a MassDOT proposal to convert the North Street and Gilboa Street intersection to an all-way stop.
