Douglas Cultural Council adds a donation box as state grant funding keeps shrinking. Members said this year's state allocation runs about $8,600, down from a typical $8,000 to $9,000, with one member noting the amount has been "getting less every year," roughly 1 percent annually. To offset the gap, members agreed to add a labeled donation box at the council's Oktoberfest festival booth, where raffle tickets run $1 each or six for $5 and prize-wheel spins are $1; last year's booth fundraising brought in only about $400. Members, identified by first name only including Cindy, Louise, Kathy, Vicki and Rakesh, also finalized festival-day shift schedules and said the council has open seats, needing at least five active members going forward.
