Douglas Stormwater Bylaw Committee closes in on final regulations after years of work. The committee met July 21 to resolve the last open definitional questions in its draft stormwater regulations, agreeing to revert the definitions of new development and redevelopment to mirror the exact language of the bylaw voters approved at Town Meeting and that is currently before the state Attorney General for review. Consultant Nick Chrisford of Corporate Environmental Inc. confirmed that performance standards drawn verbatim from the EPA's MS4 permit — including a 90 percent total suspended solids removal requirement for new development — will remain in the document, telling the committee that "these are the two pages they look for" when EPA audits a municipality's regulations.

The committee also removed the definition of "site" from the draft entirely. Chrisford said he will circulate a revised final draft within days; the AG is expected to complete review of the bylaw within three to four weeks, after which the regulations go to the Planning Board for sign-off. The committee will hold one additional meeting to pass its final minutes and formally dissolve.
