Douglas Building Committee Agrees to Draft First Formal Facilities Needs Plan
Douglas Building and Facilities Construction Committee agrees to draft its first formal capital needs plan.
DOUGLAS -- March 18, 2026, Douglas Building and Facilities Construction Committee agrees to draft its first formal capital needs plan. At the March 18 meeting, committee member John pressed colleagues to create a ranked, written inventory of town building projects after reviewing the committee's 2006 bylaw, which explicitly charges the panel with maintaining such a plan, a document no member could produce. New member Margaret Bacon arrived with a 2008 comprehensive building use study by Durand Van Voorhees that town staff located in a folder, and Brett Fontaine found 2022 needs assessments for fire and police facilities on his computer. Town Administrator Matt, joining via Zoom, confirmed the highway barn will not appear at spring town meeting, citing cost estimates from designer Weston and Sampson that he said turned "relatively small, simple garages into $30 million projects," and said the town intends to follow a nearby municipality's model that brought a comparable project in at $5.9 million. The Municipal Center's patchwork electrical system, flagged in the same 2008 study, was also raised, with the administrator saying he would seek a wiring assessment estimate to bring to the Capital Committee by March 25. John will present a draft prioritized facilities list at the May 20 meeting.
