Douglas Conservation Commission continues review of a 30-unit affordable housing project over vernal pool concerns. The board heard LEC Environmental Consultants' Rich Kirby present Westview, LLC's 30-unit South Meadow Woods Condos, a Chapter 40B project reviewed under state wetlands rules rather than Douglas's local bylaw. Abutter Joe Cicero testified "this is a vernal pool, it's not a potential vernal pool," citing fairy shrimp and a certified box turtle, while independent consultant Donald Flynn urged scrutiny of nearly 39,000 cubic yards of soil movement near the town's backup water supply.
The hearing was continued to November 2. Commissioners also voted 4-0 to require a full Notice of Intent for swim docks at Breezy Picnic Grounds after a commissioner said the Whitin Reservoir Watershed District, not the applicant, may own the lake bottom, and approved a negative determination for Amazon's warehouse site improvements at 123 Gilboa Street.
